A Texas police department bought body cameras expecting the biggest headache to be hard-drive costs. Instead, they got something far worse.

Malicious software, known as malware, hidden inside video files recorded by those cameras quietly spread to the department server after officers uploaded their footage. Then it kept going. The files moved through normal channels to county officials, prosecutors, and defense attorneys, carrying the infection with them at every handoff.

How did malware end up inside a body camera video?

Body cameras store recordings as ordinary computer files. Like any digital file, those recordings can carry hidden malicious code if the camera itself was tampered with or previously infected.

Justin Miller, an associate professor of cyber studies at the University of Tulsa and a retired senior U.S. Secret Service special agent, used this case to illustrate a broader problem. Nobody on that department's staff was trained to check digital evidence for threats before sharing it. "The police department bought body cameras thinking the biggest concern was going to be storage costs," Miller says, "but they actually opened themselves up to an attack."

Officers responding to any crime scene today are likely to encounter digital evidence: phones, laptops, smart doorbells, and cloud accounts. Securing that evidence correctly requires at least basic cyber knowledge. Most local departments do not have it.

Why is cyber training so hard to get?

Money is the bluntest obstacle. Signal-blocking pouches called Faraday bags, which prevent a suspect's phone from wiping itself remotely, can cost hundreds of dollars per unit. Secure data storage is expensive. The equipment can arrive already infected.

The National Computer Forensics Institute provides free cyber training to state and local officers, prosecutors, and judges, but its long-term funding is uncertain. Miller, who was part of the programme from 2019 to 2022, says departments often receive gear and training up front, only to find themselves alone with the upgrade costs a few years later.

Leadership attention is the second gap. Cynthia Kaiser, who served as a deputy director in the FBI's cyber division and now leads ransomware research at security firm Halcyon, notes that without policymakers actively championing the issue, budgets never shift. The culture at local level has long been to pass complex cybercrime cases up to the FBI. That habit has a ceiling.

"You have a lot of victims across America who have no recourse with no one helping them," Kaiser says.

What should ordinary people watching this situation know?

If you report a cybercrime to local police, a financially stretched, understaffed department may receive your complaint. That is not an excuse to stay quiet. File a report with local law enforcement and also submit a tip at the FBI's Internet Crime Complaint Center, which logs all complaints even when agents cannot act immediately.

Cooper Maher, an assistant professor at Michigan State University's School of Criminal Justice, says the fix starts at the academy. Cyber basics should be mandatory for every new officer, just like traffic-stop procedures. Then that training must continue throughout a career, because scams, ransomware attacks (where criminals lock a victim's data until a ransom is paid), and digital fraud tactics change constantly.

"Training should not stop at the academy," Maher says, "and should be an ongoing process which reflects the evolving nature of cybercrime."

The body camera case in Texas was not a sophisticated nation-state operation. It was a preventable incident that spread because nobody knew to look.
